Tours are being arranged so that Christchurch residents can see inside the heart of the red zone.
Canterbury Earthquake Recovery Authority is arranging bus tours, with more details to be released in a couple of weeks.
The move comes after public anger at a growing number of celebrities being given access.
CERA's CEO Roger Sutton says he can understand the frustration but the tours are not a reaction to that.
"We obviously had those plans underway before the June quake, so it has just been matter of trying to get things settled down and get all the other things we needed to make it happen."
"We should've done it before now but we're going to get them underway, we've got planning happening right now to make it happen."
